Abstract: Today advanced technologies in the field of computer transferring the world from traditional learning into the new world of electronic learning or e-learning, One of the areas in colleges and universities that provide variety types of services for students is student affairs department. Although the benefits of e-learning have been discussed in previous studies; yet it is crucial to find how student affairs department provides and fulfills the students’ needs and requirements in universities. Therefore, this research investigates learners’ satisfaction, behavioral intentions, and the effectiveness of the student affairs department with e-learning system. A total of 400 university students (traditional and e-learning) were surveyed via structured questionnaire. The students were selected randomly from 8 major public and private universities (UM, UPM, UKM, USM, UTM, MMU, OUM and UNITAR) in Malaysia. The main reason of targeting both groups of students; is a need to explore how other group of students perceives the e-learning program. The findings of this study show that student affairs department in Malaysian universities provides static web page to facilitate their students. However in most cases the common type of communication between students and their affair department is face to face communication and mainly the students’ requirements process manually (with filling forms). Nevertheless in e-learning institution online communication is mainly through email and fax with quit slow procedures and students are not able to check the progress of their online inquires. This study aim to design appropriate system prototype to facilitate both type of students to check the status and progress of their online enquiries.
