Abstract: Many applications have emerged since the launch of the World Wide Web in 1991. One of the innovations is in the learning domain where the use of the Web as an educational medium was seen to make profound changes for communities, organizations and markets. However, the effectiveness and efficiency of the Web as a tool for e-learning is still questionable. This is because e-learning covers a very wide perspective. Therefore, any study of the effectiveness and efficiency of e-learning has to engage with multiple issues, including the role of e-learning in knowledge and learning, its contribution to competent performance, its relationship to organizational transformation and strategies for embedding e-learning into other forms of electronic interaction. One of the challenges faced by the learning community is how to produce and deliver quality content for online learning experiences. This challenge can only be overcome with the use of a suitable technology combined with an effective implementation strategy. Rich Internet Applications or RIA is the next generation of Web application technology and it offers the benefits of distributed, server-based Internet applications with the rich interface and interaction capabilities of desktop applications. The key difference between a typical Flash site and a RIA is that RIA possesses the functionality to interact with and manipulate data, rather than simply visualize or present it. The rationale of integrating learning portal with RIA technology is that the technology has big potential in Asia when more organizations in the region learn of its benefits in increasing the Web experience of their online customers and help to reduce costs. Although RIA is well suited to e-commerce application such as online reservation and banking, potential for the technology in e-learning and tool for knowledge delivery strategies is undeniable. This thesis explores RIA suitability as the technology behind e-learning and how RIA can be integrated to improve the effectiveness and efficiency of e-learning applications ii today. The study is carried out in the work based learning environment using qualitative research and the techniques used to collect data are semi structured interview and content analysis. The data collected is then analyzed and the result is presented as an e-learning implementation framework and an e-learning system developed using the RIA technology. A spiral model is used as the software development lifecycle because it allows for system enhancements and modifications all through the development process. Once the first version of the RIA e-learning application is completed, a few sample users were selected to evaluate application. Changes are then made to the application based on the user’s feedback. Overall, it is concluded that e-learning application can be developed using the RIA technology and provides a lot of benefit as compared to some other e-learning tools available.
