The development of state public libraries in Malaysia, 1970-1995

Abstract

A public library which is closely associated with society is considered as an information centre that fulfils societal needs. In Malaysia, modern public libraries were first introduced in Pulau Pinang in 1817. After independence, there was a requirement for a standard uniform library service in Malaysia when in 1968, the Blueprint for Public Library Development in Malaysia was published. The aim of this study was to examine the development of state public libraries in Malaysia from 1970 to 1995. Several aspects were examined, including collections of materials and documents, membership, the physical development, financial provision by the state and federal governments and the services provided by the library. The study also looked at the factors which influenced the growth and development of state public libraries. The study involved examination of documents, questionnaires and interviews. During the span of 25 years, state public libraries have shown an increase in all the aspects mentioned and state governments have given full support towards library development. Factors which have influenced the growth of state public libraries include stable economic conditions, the capability of the library board, the commitment of state leadership, the role of the community leaders, the location of library, the attachment and dedication of librarians in branches and rural libraries, the sensitivity to information needs of the population and the role of mass media in highlighting the library activities at state and district levels.
